Microsoft 365 developer program was introduced to engage different audience to get the hands-on on almost all the M365 services. Previously E3 licenses(25 license) were given when you register for the program, now E5 licenses were given for free to explore the service. The only pre-requisite you required is to have a hotmail or live id. The registration is just 5 min process. You can find the detailed instruction on the below video.

Note: Previously who had registered with E3 license cannot be upgrade or changed to E5. You have to register for the new subscription for E5.
